WHY THE PHILIPPINES NEEDS AN EXPANDED AIR SERVICES TERMINAL FOR EASTERN VISAYAS

Background

Aviation, aeronautics is a United States Dollars Three Trillion (US$3,000,000,000,000) per annum industry[1], to which the Philippine aviation sector contributes only less than a fraction of one percent (1%) – and equivalent to 0.051% only the country – Republic of the Philippines’ Gross Domestic Product.

The entire Asian Region commands a thirty two percent (32%) share of these US$5 Trillion revenues. The question is whether, the Philippines, from hereon until 2030, can dramatically change its standing in the ratings of travel destinations and number of transiting passengers, as well as in revenues per mile of air traffic.

Obviously, something needs to be done and there is a real need to seriously attend to the concerns and problems inherent to as well as presently besetting air transport in the country.

The expertise and the infrastructure are already there and the needed links that can be brought into the equation are waiting to be made, cemented and made profit of. These just need to be started and made wholly productive and profitable to the Philippines.

Civil Aviation Authority of the Philippines (CAAP) was privatized due in part to the master development plan to develop a privatized Air Traffic Services system in the Philippines and that included throwing the entire weight of the old Air Transportation Office (ATO) – representing the regulatory authority in civil aviation in the country – into the picture.

For that reason alone, CAAP became a privatized entity. However the objectives and goals forecast in such an event still need to be realized:

Full Modernization of Civil Aviation monitoring systems equipment
Place Philippine Civil Aviation systems at least at par with those of China, Malaysia that in 1990s have only recently begun their own modernization
Extensively increase muscle through revenue generated from modernized system
Increase safety in Philippine Civil Aviation
Engage in campaigns in cooperation with other state civil aviation authorities for air transport safety, increased travel demand to the Philippines through forming of alliances between Philippine air sector and foreign aviation groups – among many others[2]

Pros and Cons of Eastern Visayas Airport Expansion

After November 2013 many sectors strongly revived the argument that the country needed to seriously consider expanding its airport capacity in the south east that was directly hit by a devastating catastrophe and may be subjected once more to similar tragedy in the future.

First phase: Fleurdelis Green Heights Butuan

Perspectives for first phases of Fleurdelis Green Heights. A referral node of Manila Bay Hospital City will be built within Fleurdelis Green Heights, that is scheduled to be built this year in Butuan City, Agusan del Norte.

The main facility of the Manila Bay Hospital City, is located within Liberty Hills Residences and Recreation Resorts in Batangas. It is modeled after highly successful hospital complexes in Europe, Asia and the Americas.

Much of the initial design shown here will form part of and be the typical design at the Liberty Hills retirement complex in Batangas Province, a few kilometers south of the City of Manila, Philippines.

Liberty Hills

In 2012, the Department of National Defense requested a concept of a retirement and recreation village its property in Palico, Barangay Bilaran, Municipality of Nasugbu, Batangas Province.

Cyberpark developed a project profile and pre-feasibility study, complete staff work (CSW) for the subject property.

After a considerable length of time of gestation on the concept and a firm offer to build the retirement village, Cyberpark determined to look for an alternate site in the same town of Nasugbu. An initial buildable area of 414.304 hectares (1023.76748 acres) was found. The initial area has an adjacent lot of 600 hectares (1482.63 acres) and an expansion area of 9,000 hectares (22,238.48 acres). Apart from the site in Nasugbu, a parcel of real estate formerly offered to Cyberpark with a size of 400 hectares (988.422 acres) awaits to be developed in adjacent town, Maragondon, Cavite, Province and negotiations are under way to acquire an 82.3 hectare (203.3677 acres) lot in the seafront side of San Juan, Batangas Province that is famous for its beaches at Laiya, San Juan. The retirement facility will be equipped with a tariff-free zone for Hospital locators and the other real estates will be developed in the same model design to form a small medical care referral system.

The development concept is for an EPZA type facility that will house hospital locators from all over the world. The entire facility will offer special patient and medical care as well as convalescence centers. It will also be an eco-tourism facility and is designed to attract retirees and prospective health care customers from around the globe.

The site of Fleurdelis II will be the site for the launching of the Fleurdelis Green Heights project. Works will also begin earlier in II than in I.

Update; Amended RFP

Update

1. The alternate site for the Philippines' Department of National Defense property in Nasugbu, Batangas has been replaced with a property also located in Nasugbu. The replacement site has an initial usable area of 400 hectares, with a contiguous expansion area of 600 hectares.
2. The site for the Fleurdelis project has been expanded from 14 hectares to a total of 52.9 hectares.
3. The development of the Baler, Aurora site will have no changes with the exception that original plans will be modified to suit the concept of not cutting down trees but building beneath their canopies.
4. A new project site with a completed project study has been added, however announcements are not yet in order due to incomplete negotiations for the acquisition of the project en toto.

Due to the above developments the schedule for construction has been affected. The RFP from service providers has been amended.

Post-Yolanda Housing Situation in the Philippines

A reported 300 Kph-strong, hurricane category 5 tropical cyclone hit the Philippines on November 8, 2013 and devastated a large number of areas located within nine (9) administrative Regions of the country.

The final report on the actual scientific and technical analysis and assessment of this natural phenomenon - its true levels of strength at various stages, identifiable patterns of emergence (if any), and other factors, will take some more time, however the situation on the ground of those that were affected by the disaster needs immediate attention.

Furthermore, also needing immediate and serious attention are the victims of calamities about to occur in the near future in the Metro Manila and surrounding areas. The Philippine Government itself, together with other sectors, have warned that the next big calamity will strike the national capital region itself. These bodes for measures to mitigate the atrocities and huge damages to Metro Manila similar to the ones suffered by the people in Visayas and parts of Mindanao brought about by tropical cyclone Yolanda.

The Philippine Government, in cooperation with foreign donors has put in place a few stop gap measures to alleviate the conditions of the victims, 90% of whom had either totally lost their homes and valuables, with more than 50% up to a high of 75% also losing their very source of livelihood in the process:

1. Crops (rice, coconut, corn, other primary agricultural resource)

2. Merchandise for retail, wholesale

3. Manufactured light products (paper based, light wood-based, water-based, others)

4. Real estate improvements (for rent space - building, house, etc.)

5. Others

In the current situation, housing materials are being given by Raffle Draw to victims of the disaster. Twelve (12) pieces of new metal roof sheets are given to a few victims whose names are picked in a Raffle Draw at the level of the Municipality. Along with the 12 roof sheets are different sizes of nails. The metal roofs are marked with a foreign brand and are said to have arrived from outside the Republic of the Philippines. At this rate therefore, with the giving of roof sheets through the Raffle Draw it is envisioned it will take a considerable amount of time to service several hundreds of thousands up to millions of victims without any capacity to borrow money or generate new income to allow them to completely rebuild their homes and return to normal life and hopefully, as well to their livelihood.

Eventually, the Philippine Government will come around towards extending support and assistance for reconstruction of destroyed houses, even for those that cannot afford to repay the cost over the long run, to have their houses rebuilt. This will have to be within a more immediate time frame, since as the victim families have stated, during the aftermath of Yolanda, everytime it rains they have to find trees, old walls of their destroyed houses and stand up to minimize catching rainfall then wait in one position until the rain stops.
